No, the way the SC does it...


Is they vote for 8 teams to make it into the tournament at a time until they get to 4 remaining spots...those four will be in the first 4, regardless of who they are

You are correct in that after the selections are made, they then seed the teams (except for the final 4 teams in the field)

If VT is the 32nd team in the field, then they may not necessarily be an 11 or 12 seed, but they would not be in the play-in game

If VT is the 36th team in the field, yes they will be in the play-in
